Add LSan annotation to ignore a memory leak
* src/g10lib.h: Add annotate_leaked_object macro that ignores leaked
objects. This avoids LSan from reporting deliberately leaked memory.
* mpi/mpiutil.c: Mark "constant" MPIs as leaked.
